ECMC begins formal process on Cumulative Impacts Rulemaking

Denver, CO (Feb. 08, 2024) - The Colorado Energy and Carbon Management Commission (ECMC) announced today the Notice of Rulemaking for Cumulative Impacts has been submitted to the Secretary of State. The Commission is mandated by HB 23-1249 to conduct a rulemaking on Cumulative Impacts by April 28, 2024.

“We are excited to have formally started the Cumulative Impacts Rulemaking by filing with the Secretary of State,” said ECMC Deputy Director Mimi Larsen. “ECMC incorporated feedback received from all stakeholders, over the past year, which has been critical to inform this rulemaking and draft cumulative impacts rules. ECMC is looking forward to working alongside stakeholders in this rulemaking process in order to further its mission of protecting public health, safety, welfare, wildlife and the environment.”

Cumulative Impacts Timeline:

  •  Feb. 8, 2024: Formal Notice of Rulemaking submitted to the Secretary of State with revised draft rules.
  • Mid-April: An evening and a daytime public comment session will be held by the Commission on the proposed Cumulative Impact rules
  • April 22-26: Rulemaking Hearing.
