With the passage of Senate Bill-24-212 in July of 2024, ECMC now offers technical support to local and tribal governments on the development of solar, wind, and battery storage projects. That technical assistance concerns two basic areas:

  • The development of local codes governing wind, solar, energy storage, and energy transmission projects (renewable energy projects); or
  • The review of renewable energy projects for which a local government or a tribal government receives an application for land use approval.

While ECMC seeks to provide information, resources, and facilitate projects, ECMC does not permit or regulate solar, wind, and battery storage projects.

The ECMC technical assistance is led by the Renewable Energy Program Coordinator, Pete Dunlaevy, who coordinates across state agencies to provide technical support and serves as a liaison to share resources and expertise with local and tribal governments and project proponents.

Some of the specific areas of potential technical assistance for solar, wind, and battery storage projects may include:

  • Siting and planning
  • Land use codes and regulations
  • Permitting process
  • Public process, outreach, and engagement
  • Environmental due diligence/wildlife mitigation
  • Commenting on project referrals

In 2024-25, the Colorado Energy Office led a Siting Study Report that assessed existing local government processes for the siting of commercially viable clean energy projects and commercial energy transmission facilities. The Study will also evaluate the impact of clean energy projects and transmission facilities on wildlife resources, and will review decommissioning policies and best practices for community benefit agreements. The report was submitted to the General Assembly in September of 2025.
