Colorado Oil & Gas Conservation Commission Announces December Hearing

COGCC Hearing to discuss rulemaking update and schedule, Dec.16

Denver, CO (Dec. 12, 2019) - The Colorado Oil and Gas Conservation Commission (COGCC) invites the public and stakeholders to the Commission’s December Hearing, at the COGCC office, on Dec. 16. The Commission will take public comment, hear several staff presentations, including an update to the current rulemaking hearing schedule.

“We have received consistent feedback from diverse stakeholders to incorporate the Cumulative Impacts and Alternative Location Analysis rulemakings into Mission Change. The interrelationship of these topics necessitates one rulemaking to address these topics in a concerted manner,” said COGCC Director Jeff Robbins. “To accommodate a combined Mission Change, Cumulative Impacts and Alternative Location Analysis rulemaking, COGCC is moving these rulemakings to one hearing, which will begin April 2020.”

Additionally, the COGCC has scheduled the Wellbore Integrity rulemaking for the Feb. 26-27, 2020 Commission hearing. The Wellbore Integrity rulemaking is a required rulemaking under SB 19-181, and is critical to the protection of public health, safety, welfare, and the environment.

SB 19-181 ensures that oil and gas development and operations in Colorado are regulated in a manner that protects public health, safety, welfare, the environment and wildlife resources. The COGCC is in the midst of reviewing its rules and procedures to evaluate what changes are required to reflect the new law’s requirements. On Nov. 21, 2019, the Commission adopted Flowline rules.
