COGCC hosts Public Comment and Hearing on Flowline Rulemaking, Nov. 19-22, in Greeley
Denver, CO (Nov. 12, 2019) - The Colorado Oil and Gas Conservation Commission (COGCC) invites the public and stakeholders to engage, participate and provide public comment at the Commission’s Flowline Rulemaking Hearing in Greeley next week. The Commission’s rulemaking hearing addresses flowlines, the first of the four rulemakings SB 19-181 identified to be completed by July 1, 2020. The public is invited to provide the Commission with comments on the proposed flowline rules on the evening of Nov. 19 at the University of Northern Colorado (UNC). The flowline rulemaking hearing will continue Nov. 20-22, in Greeley at UNC.
“The COGCC was directed by SB 19-181 to complete four critical rulemakings by July 2020 and because of its significance, amending flowlines is the first one we’re working to finalize,” said Director Jeff Robbins. “Over the past several months, our staff has heard from stakeholders and with that has drafted rules for the Commission to take into consideration during this rulemaking. We look forward to the discussion as well as the opportunity to address flowlines now under the prism of SB 19-181 to provide public health, safety, welfare, the environment and wildlife protections.”
SB 19-181 directs the Commission to engage in rulemaking that will “allow the public disclosure of flowline information and evaluate and determine when a deactivated flowline must be inspected before being reactivated in addition to considering its inactive well and flowline rules.” This rulemaking will change the rules and regulations of the Commission regarding the oversight of flowlines and operators returning inactive wells to production or injection within Colorado.
The COGCC has posted final draft rules to its website. The COGCC Commissioners will hear comments from the public and stakeholders on these draft rules, as it considers adoption of the draft rules.

SB-181 ensures that oil and gas development and operations in Colorado are regulated in a manner that protects public health, safety, welfare, the environment and wildlife resources. The COGCC is in the midst of reviewing its rules and procedures to evaluate what changes are required to reflect the new law’s requirements.
